2010 Budget Question

The following was posted in Metro's tentative budget for fiscal year 2010-2011;
-We have 573 officers that are funded by the More Cops sales tax initiative, Due to reduced revenues: we will hold 10 of the 600 officer positions vacant during the upcoming fiscal year.
I was just wondering what this means, I can't seem to understand it. Thank you very much for your time and patience with all of our questions and concerns.
